“Vaccinating” people against their will while under anesthesia in Canada

They are “vaccinating” people against their will while they are under anesthesia for surgery in Canadian hospitals. (These are two separate conversations. Friends who work in the hospitals in Canada are sharing this information with me.) This is completely medically unethical.
