An Act to establish conflict of interest and post-employment rules for public office holders
[Enacted by section 2 of chapter 9 of the Statutes of Canada, 2006, in force July 9, 2007, see SI/2007-75.]
Under the Act there is a Conflict and Ethics Commissioner to manage and enforce the provisions of the Act . MP’s come under the Act .
Definitions
- 2 (1) The following definitions apply in this Act.
Commissioner means the Conflict of Interest and Ethics Commissioner appointed under section 81 of the Parliament of Canada Act. (commissaire)
Sadly , the penalty for violating the Act is a maximum of $500.
52 Every public office holder who contravenes one of the following provisions commits a violation and is liable to an administrative monetary penalty not exceeding $500:
This is by any measure a very mild penalty. An embarrassment !!
I have recommended that any MP found to have violated this Act should not be permitted to retain his or her parliamentary seat.
I have recommended this to the main Party Leaders in the House of Commons.
They have not accepted this recommendation. I believe that lawbreakers should not be able to be law makers .
It would be a simple matter of amending Section 52 cited above .
The Prime Minister of this Country has violated this Act 5 times ( Sections 5,9, 11, 12, and 21) as ruled by the Commissioner . He still sits as an MP and he is still Prime Minister .
The other main Party Leaders in the House of Commons have done nothing to correct this .
Then there is The Parliamentary Committee shutting down hearings on The SNC scandal.
These examples demonstrate that our Parliament lacks integrity.
Unless these issues are reformed talking of a Canadian Democracy is a sham.
Given this involves Political Parties ———then, unless these entities reform , the chances of restoring democracy in this country will remain just a pipe dream
